Involving Homeowners in Flood Mitigation
نویسنده
چکیده
Early efforts to mitigate flood hazards emphasized structural solutions such as dams and levees. More recent strategies have stressed regulatory, nonstructural measures. In neither case, however, has homeowner involvement been given a very important role. Frustrated with the limited success of past efforts, floodplain managers recently have become more interested in encouraging homeowners to take action on their own property to minimize flood damage. Earlier research indicates that the prospects for getting homeowners involved are discouraging. This research challenges that conclusion, bringing new evidence that homeowners who have been flooded recently are interested in mitigation and willing to participate. In that light, this article examines the usefulness of several proposals for reducing flood damages through homeowner involvement.

Affordability of the National Flood Insurance Program: A Case Study of Charleston County, South Carolina
In March 2014, Congress passed legislation to halt discounted flood insurance premiums from increasing to full-risk levels. The rate hike was authorized two years earlier by the Biggert-Waters Act to address the National Flood Insurance Program’s structurally induced $24 billion debt. The recent developments highlight the tension between risk-based premium and affordability of flood insurance f...
متن کاملField experiments on coarse-sediment displacement upstream of flood mitigation dams
This study deals with the transport behavior of the coarse-sediment at Masudagawa flood mitigation dam (FMD), Japan. Radio frequency identification system (RFID) was used to trace the displacement of the IC tagged particles following major flood events since June 2011. Through this, the relationship between recovery rate of the tagged particles and distribution of shear stress over the FMD bed ...
متن کاملTrying not to get burned: understanding homeowners' wildfire risk-mitigation behaviors.
Three causes have been identified for the spiraling cost of wildfire suppression in the United States: climate change, fuel accumulation from past wildfire suppression, and development in fire-prone areas. Because little is likely to be performed to halt the effects of climate on wildfire risk, and because fuel-management budgets cannot keep pace with fuel accumulation let alone reverse it, cha...
متن کاملCatastrophic Risk, Homeowner Response and Wealth Maximizing Wind Damage Mitigation
Many experts encourage homeowners to improve their houses to better survive natural catastrophes and reduce overall societal costs. However, we find these encouragements are not necessarily financially sound for the homeowner at risk of hurricane wind damage. We find that subsidized insurance reduces the incentive for a risk-neutral homeowner to purchase structural mitigation, as mitigation doe...
